The Locally Owned Business Alliance of Santa Cruz, California retained Civic Economics to provide an independent analysis of the prospective economic impacts of a proposed increase in the local minimum wage, slated for consideration by voters in November 2006.

The study was funded by small contributions from over 50 local businesses and non-profit agencies.
